Hamilton Beach toaster oven has Rapid Cook and Fan only. What is their purpose and when do you use each one?

Rapid cook is convection cooking? Fan only just blows a fan with no heat that I could see? What is it used for? I had Rapid Cook on for 36 min for a 2 lb fully cooked Fiedler ham and only the outside was warm (18 min. per kg per cookbook or 2 lb). What am I missing? Temperature was 325 preheated according to cookbook instructions. Fan only baffles me.

The Rapid Cook function circulates air within the oven, yielding even results in a shorter amount of time.

A friend of mine also bought a Hamilton Beach Toaster oven with fan and rapid cook. He had to exchange it twice, because the oven never reached a temperature of 450
